Ultra-Low Emission Zones in London: Impact on Landscaping Firms
The recent expansion of London’s Ultra-Low Emission Zone (ULEZ) to cover all of Greater London has had a considerable financial impact on landscaping firms operating in the area. ProLandscaper’s 2023 report highlights the wide-reaching effects of the ULEZ scheme since its extension in August, with businesses facing increased costs and challenges in maintaining profitability.
According to the report, nearly half (48%) of the surveyed landscaping firms have been directly affected by the ULEZ expansion. The cost of running non-compliant vehicles—£12.50 per day, per vehicle—has added significantly to overheads, forcing many companies to reassess their budgets and operational strategies. The impact on finances has been stark, with 80% of firms noting a decrease in profit margins, over half (53%) experiencing major increases in operational costs, and 20% reporting a decline in turnover since the scheme’s implementation.
As a result of the increased financial pressure, 19% of firms surveyed indicated plans to limit their working catchment areas and adjust working methods to mitigate ULEZ-related costs. Although the report does not specify the locations of responding firms, it likely includes companies both within and outside the Greater London area, demonstrating the wide reach of the scheme’s impact.
The ULEZ expansion highlights a growing trend across the industry: the need to account for regulatory costs in project pricing. Landscaping businesses, like many others affected by the scheme, are now considering increases in their service charges to reflect the new overheads. The report underscores that with rising costs in most areas, businesses are finding it increasingly challenging to preserve profit margins, making it essential to factor ULEZ charges and other preliminary costs into project pricing to maintain sustainability in a competitive market.
As Greater London continues to prioritize air quality, the landscaping sector and other vehicle-dependent industries will likely need to adapt their financial models to balance regulatory costs with their business goals.
