BS 7533-102 Traffic Categories: A Plain-English Guide
If you’re laying modular paving in the UK — blocks, flags or setts in clay, concrete or natural stone — the work falls under BS 7533-102, the code of practice covering installation. Before any decision is made on sub-base depth, block thickness or laying pattern, one question has to be answered: how hard will this pavement be worked in service?
That question is answered by selecting a traffic category. Choose correctly, and the rest of the design follows logically from the tables. Choose incorrectly, and the pavement is unlikely to reach the end of its expected service life.
From four broad classes to nine defined categories
The previous version of the standard set out four traffic classes, and their definitions were, in practice, open to interpretation. The revised standard replaces them with nine categories, running from Category 1 at the lightest end to Category 9 at the heaviest. They form the foundation of the entire design process and are worth understanding in detail.

In Summary, traffic categories 1 to 4 are relevant for domestic paving:
- Category 1 — Patios, paths and pedestrian-only areas in a domestic setting. No vehicular use.
- Category 2 — Pedestrian and cycle areas, and domestic driveways in the strict sense: a car or two driving on and reversing off, with no through movement.
- Category 3 — Small car parks and larger domestic driveways where cars, light vans and motorcycles turn, reverse and manoeuvre. No commercial traffic.
- Category 4 — Urban footways not designed for vehicular overrun, and pedestrian areas used occasionally by light commercial, emergency or maintenance vehicles.
- Category 5 — Pedestrian areas subject to occasional overrun by commercial vehicles, and car parks receiving occasional commercial traffic.
- Category 6 — Adopted roads, industrial estates, petrol station forecourts, and pedestrian areas regularly overrun by commercial vehicles.
- Category 7 — Adopted highways and industrial developments carrying a high volume of commercial vehicles.
- Category 8 — Heavier adopted highways.
- Category 9 — The heaviest adopted highways within the scope of the standard.
The overall ceiling of the standard is 30 million standard axles across the design life of the pavement. Anything above that sits outside BS 7533 and requires a bespoke engineering approach.
Why the Category Matters
Once the correct category has been selected, the tables in the standard dictate the majority of the design decisions. The category determines:
- The depth of sub-base and whether a bound base — bituminous or concrete — is required beneath the laying course.
- The minimum thickness of block or flag.
- The permitted laying patterns. A 45-degree herringbone is suitable up to the heaviest categories, whereas basket weave and stack bond are restricted to light-use applications.
- The acceptable jointing mortar. A Type 25 is permitted for Category 3 and below, while Category 4 and above requires a Type 40.
BS 7533-102 also offers a valuable provision for smaller contractors. For Category 3 and below, standard construction details are provided that can be built to without the need for a bespoke structural design under BS 7533-101. This is what allows a domestic patio or driveway to be constructed to the standard without an engineer’s calculation, provided the category has been correctly assessed. From Category 4 upwards, the standard assumes that a full structural design has been carried out.
The category must reflect the heaviest vehicle, not the routine one.
This is where domestic projects are most often misclassified. A driveway may present as a Category 2 or 3 on the basis of everyday use — the family car and perhaps a small van. However, the category must reflect the heaviest vehicle that will ever cross the pavement, not the one that uses it daily.
Once a heating-oil delivery, a cesspit tanker, a builder’s tipper or a 4×4 towing a horsebox is factored in, the classification moves into Category 5, and a full design becomes necessary.
The same principle applies to rural drives, farm accesses and any paved area shared with a working yard. If a tractor uses the surface to reach an adjacent field, it cannot reasonably be treated as a Category 3, regardless of how infrequently the movement occurs.
The Principle of Erring Upwards
Established industry advice, and the sensible editorial position, is to err upwards when categorising a job. Where there is genuine uncertainty between two categories, the higher of the two should be adopted. A borderline Category 2 or 3 should be built as a Category 3; a borderline 4 or 5 as a 5.
The additional cost is modest: a deeper sub-base, a slightly thicker paving unit and, in some cases, a stronger mortar. The cost of under-specification is considerably greater, involving the removal and reconstruction of the pavement at the contractor’s expense.
Categorise honestly, build to the tables, and BS 7533-102 will do the rest.
